Tougher mental health laws proposed Print E-mail

The House of Lords is considering proposals to introduce tougher mental health laws. The BBC Reports the new bill would allow the enforced detention of people who are mentally ill, even if they have not committed any crime. It also suggests strengthening powers made 23 years ago to ensure patients have therapy once they are released back into the community. The changes would affect 14,000 of the 600,000 people who use mental health services each year.

The thrust of new government proposals outlined in the Mental Health Bill aim to protect the public from dangerous people but fails to recognise a fundamental flaw in so-called mental health treatment, says an international psychiatric watchdog group. The proposals say patients who don't want to be forcibly treated in hospital, could be treated in the community, ".as long as they get the right help and support when they come out of hospital."

Briefing for the Second Reading of the Mental Health Bill in the House of Lords - Black and Minority Ethnic Mental Health Service Users. 
 
The Government’s own statistics highlight staggering ethnic inequalities in the use of mental health services.   Overall, inpatients from the Black Caribbean, Black African, and Other Black groups are 33-44% times more likely to be detained under the Mental Health Act 1983 when compared with the average for all inpatients.  The rate of detention for inpatients from the Other White group was also slightly higher than average. Differences among other minority ethnic groups were not statistically significant.
