At the same time, the number of stop and searches on white people only increased by 35%, between April and September, 2005. It is the second dramatic inflation in the numbers being searched last year, with people from ethnic minorities still about five times more likely to be stopped than white people. Merseyside Police said the increase was down to more stop and searches being carried out overall. A spokes-woman stressed the proportions were evening out between the number of ethnic minority people being stopped compared to the number of white people. But last night, Vinnie Tomlinson, of the Merseyside Black Police Association, complained of institutional racism within the force. He said: "In reports like this, there are always logistical and technical issues that contribute to any imbalance or disproportionality. "But we will also have to accept that there is a certain level of institutional racism, within the police, that will always play a part in the decision-making process. "I am not saying that the force is full of bigots, but ignorance can play a huge part in disproportionality. "This is a matter of concern for everyone in Merseyside and needs to be addressed."
